Blaze is my favorite purely because she has time to sort her hair in between fighting hordes of bad guys.
Also I liked that in the Japanese version you could see hear underwear if you do a jump kick

When I play SOR 2 I often pick Axel - as others have mentioned, he has a good balance of speed and power... The "Grand Upper" cut was awesome IMO. Also it was really easy to get most enemies in an infinite punch-wait-punch wait and so on until he dies.
