Yes, you'd have too if you don't have a 3DS or DSiXL. I guess their justification would be it makes the console cheaper for the upgrading consumer if they can still use their old adapter.
Maybe. An AC adaptor just seems like a standard bit of kit that should come as part of any 'bare bones' package.
Interesting that this strategy seems to be targeting existing customers rather than expanding the install base which is what I expected Nintendo to want to be doing. New customers in the casual vein are just going to get confused with things like not having adaptors included. That's if they don't get confused by a revision of a handheld which some still see as a revision of its predecessor...and it uses the XL term also used by an update of a previous console
