That was Robocop 2. I haven't seen it in ages, but remember it being a thoroughly unpleasant film that completely missed what made the original so effective. Verhoven was always good at making films that seemed dumb and shallow but were actually very clever (Starship Troopers being another good example).
I'm surprised the Robocop is only currently rated 7.5 on IMDB, since you barely ever hear a bad word against it. Inspired by this thread, I did watch it again a few days ago, and it's still as great as ever. Murphy's death is still shocking, and almost unbearable in the Director's Cut as you watch a decent family man getting literally blown to pieces
