The original Tomb Raider as far as perfect level design and memorable levels go. As for beauty of the landscape i will go for Ocarina Of Time & Skies Of Arcadia as both had great locations and really felt alive.
The square is a great shape, and one that is criminally underused in modern game design. In the push to ever more granular, chaotic environments, games have lost sight of the simple pleasures of right angles and straight lines.

I'll never forget the beginning of Bioshock when you descend in the biosphere and see across Rapture for the first time. Brilliant stuff.

I also used to love the level towards the end of KotOR, when you visit the ancient race and see the old spaceships that have crash-landed in the ocean.

The underwater levels in Donkey Kong Country - they look beautiful even now, and the music helps create a tranquil, serene atmosphere

The Capital Wasteland in Fallout 3 - initially seems like an endless expanse of nothing, but it has a hypnotic feel to it, and the longer you play, the more little touches, references and details of pre war society you'll find

The Paris Underground in Wipeout 2097 - looked absolutely incredible at the time, and playing the demo when you raced to the instrumental of Firestarter was just epic

The Neo City setting that houses Rapid 99 in Jet Set Radio Future.

The outside segments of Halo Combat Evolved, being able to look upward and see the ring extend way above you was just breath-taking.

Shenmue and Alundra 2 are probably my personal favourites.

I would have to say the first two Fallout games had a lasting impact for me.

I'd have to add any of the levels from Sonic 3, particularly Hydro City and Marble GardenZone. Also the Mushroom level from Sonic and Knuckles.

LeChuck's Revenge has some of the richest, engrossing landscapes I've ever seen. Coming from those EGA Sierra games:

Regardless of your opinion on the actual game, GTA 4 has the best city environment ever.
Shenmue's locations also have great atmosphere.

I aways liked the backgrounds in the c64 Ghosts n Goblins and Wizball and the chinese stylings of Bruce Lee.

Nobody mentioned Red Dead Redemption yet? I'd play that game just to stand on a cliff edge at sunset, or to gallop across the plains in a thunderstorm.

The Sentinel was a good one back in the day for being bleak and relentless.

The original Tomb Raider took my breath away a few times.

There must be so many over the last thirty-odd years of gaming...
