Well, it was difficult enough trading between R/B/Y and G/S/C. If you remember, you had to do it via the time capsule area of a Pokemon Centre and you couldn't enter with monsters that didn't exist in the older games (obviously) or original monsters with moves that didn't exist in R/B/Y.
I actually got a lot of my 'missing' Pokemon in the GBA games by trading between the two Gamecube games. Got Entei, Raikou, Suicune, Lugia, Zapdos, Articuno, Moltres, Ho-oh and loads of normal monsters that way.
I'm guessing that by the time it got to the GBA games, these complications only increased so the trading process just wasn't worth it. Plus, Fire Red
and Leaf Green
would be missing some of their desirability if you didn't need them to obtain missing Pokemon.
Trading between the GBA and first DS games was a nightmare as you could only 'import' 6 Pokemon a day. I had hundreds to transfer over so it took ageeeees
